Project summarized:
The key points of the national human trafficking prevention tasks are divided into 4P including prevention, protection, prosecution and partnership. The entire prevention deeds include the initial criminal prevention tasks, sound protection for the victims and prosecution of the offenders intensified, governmental efficacy via private resources improved and international exchanges and cooperation enhanced, and have been receiving the ratings of level A in the consecutive six years. This is a fruit worthwhile sharing. In the future, by constantly combining resources of public and private sectors, the Human Trafficking Prevention Act is to be enacted continuously and the prevention tasks are to be promoted conjointly in order to cut the incidence rates of human trafficking crimes, which not only embodies the spirit of rule by human rights in Taiwan, ROC but also maintains the international image of Taiwan, ROC.Project illustrated :
1. The human trafficking prevention policy
The Executive Yuan promulgated the Human Trafficking Prevention Action Plan in November, 2006 and launched the Coordination Conference for Human Trafficking Prevention a liaison platform across departments and commissions in 2007, and the National Immigration Agency of the Ministry of the Interior is liable for integrating respective resources of diverse departments and commissions for full enactment of prevention tasks. In addition, the Human Trafficking Prevention Act promulgated by the President of the ROC (Taiwan) on January 23, 2009 and enacted on June 1, 2009 that authorizes the decrees to be enacted on the same day as well is pretty helpful to tasks of promotion for human trafficking prevention and protection of the victims by the weighted penalty of offenders the criminal penalty rule and placement and protection measures for victims.2. The executive achievements of human trafficking prevention
coordination conferences for human trafficking prevention were convened as of December, 2015 with the fruits as follows: concrete implementation of the 2015-2016 Human Trafficking Prevention Material Measures by Labor Division Executive Plan and writings of the 2014 Report on Human Trafficking Prevention Achievements. The Ministry of Foreign Affairs was asked to make the offices overseas collect the foreign vital human trafficking prevention information on a regular basis. The relevant offices were asked to enhance promotion for child prostitution tourism prevention and insurance for ocean-fishery migrant fishermen. They were included in the key tasks. The executive achievements of key tasks as of December, 2015 are as follows:2.1.
Sound protection for victims intensified: There were 186 victims newly placed by the Ministry of Labor and the Ministry of National Immigration Agency of the Ministry of the Interior in association with private groups in 2015 with the related protection services including life care, mental counseling, interpretation service, legal aids, accompanying investigation and essential medical care provided during the placement period.2.2.
Prosecution of human trafficking crimes reinforced: There were 141 human trafficking cases seized by the offices of justice and police with 44 labor exploitation and 97 sexual exploitation ones; moreover, there were 63 cases relating to human trafficking with 148 offenders prosecuted by respective district prosecutors offices.2.3.
Prevention propaganda and training sessions advanced:2.3.1.
Prevention propaganda: There were 6 wireless TV stations embarking on the 30-second advertising film of the Human Trafficking Prevention Act via public interest broadcasting entrusted by and 5 cases of NGO propaganda campaigns subsided by the Ministry of National Immigration Agency of the Ministry of the Interior in 2015.2.3.2.
Training sessions: The Ministry of National Immigration Agency of the Ministry of the Interior in pursuit of advanced professional competence for enforcers sponsored 2 sessions of the Human Trafficking Prevention Common Training on April 27 and 29, 2015 inviting the enforcers of the authorities affiliated to counties (cities), municipalities and the Executive Yuan to attend the sessions with 144 attendants, and held the Human Trafficking Prevention Consultation Network Seminar on October 25-28, 2015 with 140 attendants.2.4.
International exchanges and cooperation enhanced: The National Immigration Agency of the Ministry of the Interior in association with the Ministry of Foreign Affairs, the Ministry of Labor, the Tourism Bureau of the Ministry of Transportation and Communications and National Chung Cheng University held the 2015 International Workshop on Strategies for Combating Human Trafficking seminars and roundtable forums at the Evergreen International Convention Center hall of Chang Yung-fa Foundation, Taipei City and at National Chung Cheng University, Chiayi on July 29-31, 2015 with the visit to the Nantou shelter arranged to know the national mechanism of victim protection; meanwhile, the United Nations Office promotes the world day against trafficking in persons on July 30 every year, so the President Ma of the ROC also attended the seminar with greetings to the public making the campaign end in a perfect and sound way.
