Enrollment and Usage for Foreign Persons

Eligibility
Applicants shall meet one of the following criteria:
1. Foreign residents or permanent residents: with multiple re-entry permits on their Alien Resident Certificates (ARC), Alien Permanent Resident Certificates (APRC), or Employment Gold Cards.
2. Foreign diplomats or staff of international organizations: holding Diplomatic Identification Cards issued by the Ministry of Foreign Affairs, R.O.C. (Taiwan) (hereinafter referred to as “MOFA Card”).
3. Nationals without household registration in the Taiwan Area (hereinafter referred to as “Nationals without household registration”): holding R.O.C. (Taiwan) Resident Certificates, Entry Permits (affix on passport), Single Entry Permits, Multiple Entry Permits, or Temporary Entry Permits.
4. Hong Kong & Macau residents: with multiple re-entry permits on their R.O.C. (Taiwan) Resident Certificates or Employment Gold Cards.
5. People of the Mainland Area: holding R.O.C. (Taiwan) Resident Certificates with multiple re-entry permits for long-term residence or family reunion
6. Passengers from partner countries in reciprocal use of e-Gate (the United States 【with valid Global Entry memberships only】, South Korea, Australia, Italy, Germany, and Singapore): holding electronic passports.
* All foreign persons are eligible for using e-Gates for departure.
* Application criteria for subparagraph 1 to 5 above: aged 12 or above and at least 140cm height.

Documents for Enrollment
1. Foreign residents or permanent residents:
(1) Passport;
(2) One of the following: Alien Resident Certificate (ARC), Alien Permanent Resident Certificate (APRC), or Employment Gold Card.
2. Foreign diplomats or staff of international organizations:
(1) Passport;
(2) MOFA Card.
3. Nationals without household registration:
(1) R.O.C. (Taiwan) Passport;
(2) One of the following: R.O.C. (Taiwan) Resident Certificate, Entry Permit (affix on passport), Single Entry Permit, Multiple Entry Permit, or Temporary Entry Permit.
4. Hong Kong & Macau residents:
(1) Hong Kong Passport, British (Overseas) Passport, Macau Passport, or Portugal Passport obtained in Macau before the end of Portuguese governance;
(2) R.O.C. (Taiwan) Resident Certificate or entry/exit permit.
5. People of the Mainland Area:
(1) Mainland Travel Permit for Taiwan or People's Republic of China Passport;
(2) R.O.C. (Taiwan) Resident Certificate for long-term residence or family reunion.
6. Passengers from partner countries in reciprocal use of e-Gate: electronic passport.

Procedure of Enrollment
1. Self-enrollment capability (no prior enrollment required):
Applicants can enter e-Gates after scanning their documents on passports readers at e-Gates. Subsequently, they can click on gateway screens to agree to store their facial images or then capture their fingerprints (fingerprints are optional). After gates opened, their facial recognitions and registrations will be performed simultaneously. The entire enrollment and immigration clearance process take approximately 30 seconds per person. Please be aware that self-enrollments are only limited to applicants with one of the following criteria:
(1) Possessing a R.O.C. (Taiwan) passport;
(2) Foreign persons possessing an Alien Resident Certificate (ARC) or Alien Permanent Resident Certificate (APRC);
(3) Nationals without household registration possessing a R.O.C. (Taiwan) Resident Certificate or Entry Permit (affix on passport).

2. Manual Enrollment (prior enrollment required):
Applicants need to present their passports and documents to immigration officers with their facial images and fingerprints captured. The overall enrollment process takes about 1 minute, followed by immigration clearance at the e-Gate.

Validity
1. For foreign residents or permanent residents, nationals without household registration, Hong Kong & Macau residents, and People of the Mainland Area, the validity of using e-Gate is the same as their Entry/Exit Permits or duration of their residence.
2. For foreign diplomats or staff of international organizations, the validity of using e-Gate is the same as their MOFA Cards or identity documents issued by certified international organizations.
3. All renewed documents, including passports, Entry/Exit Permits, resident Certificates, and MOFA Cards, holders shall re-apply for the usage of e-Gate. Applications should be resubmitted once applicants has acquired residence, permanent residence or naturalized.
4. For passengers from partner countries in reciprocal use of e-Gate, the validity of using e-Gate is noted as in the treaty, the agreement, or the principle of reciprocity.

Prohibition
1. Who are prohibited from exiting the State / Taiwan Area by law;
2. Who are unable to use e-Gates independently due to disabilities;
3. Whose arrival Cards has not been completed or submitted online, for those requested to do so.
4. Resident Visas are obtained in beforehand for applicants from partner countries in reciprocal use of e-Gate.

Instructions
*For those who are not Resident Certificate holders, it is necessary to complete on-line arrival cards before each use upon arrival.
1. Passengers need to placing one of the following documents on passport readers;
(1) Foreign residents or permanent residents: a foreign passport, Alien Resident Certificate (ARC), or Alien Permanent Resident Certificate (APRC).
(2) Foreign diplomats or staff of international organizations: a foreign passport.
(3) Nationals without household registration: a R.O.C. (Taiwan) passport or R.O.C. (Taiwan) Resident Certificate.
(4) Hong Kong & Macau residents: a Hong Kong Passport, British (Overseas) Passport, Macau Passport, Portugal Passport, or R.O.C. (Taiwan) Resident Certificate.
(5) People of the Mainland Area: a R.O.C. (Taiwan) Resident Certificate for long-term residence or family reunion.
(6) Passengers from partner countries in reciprocal use of e-Gate: a foreign electronic passport.
2. After the first gates open, passengers need to remove their documents and entering the gates, the system will automatically verifying their facial images;
3. If passengers’ fingerprints were stored at their enrollment, they can press their fingerprints if verifications for their facial images fail;
4. The second gates will open for immigration clearance after biometrics verifications of passengers’ are completed;
5. If passengers’ biometric verifications fail and the second gates remain closed, immigration officers will assist them in person.
