Question:
Can foreign nationals apply for the new UI No. while detained in correctional institutions?
Answer:
To facilitate the consistency of case investigation, prosecution, trial, and execution of judgment, foreign nationals will not be able to apply for the new UI No. while they are in detention. They must wait until they are released from the correctional institution before going to the NIA about this. For questions about subsequently applying for issuance of the new UI No., please contact the NIA at (02)2388-9393 or the Ministry of Justice’s Agency of Corrections at (03)318-8561.

Question:
Will I be unable to arrange to visit a detainee in a correctional institution after I change to the new UI No.?
Answer:
No, that is not so. Provided the applicant provides relevant proof of identity at the time of visitation, they can arrange to visit in accordance with the relevant visitation rules after completing the regular screening procedure. Question:
Will changing to the new UI No. affect the online visitation application process for arranging to visit an inmate in a correctional institution?
Answer:
Under the current procedure for applying online to visit an inmate in a correctional institution, the applicant at the first time of applying must go in person to the correctional facility, and after having their relevant documents checked and approved and their identity confirmed, can thereafter arrange visits online. However, when the applicant’s identification information is changed (for example, if a foreign national exchanges their ARC for a national ID card or changes to the new UI No.), they must go again in person to the correctional institution to have their documents checked and their identity confirmed before they can apply for visitation under their new identification information, but their visitation rights will not be affected. Question:
After the new UI No. format is launched, can criminal case information of relevance to the public be linked to the original UI No.’s? Will the public’s rights and interests be affected?
Answer:
