A Snapshot of Taiwan’s International Arrivals and Departures Over the Past Decade Taiwan’s annual cross-border passenger movements showed steady growth prior to the COVID-19 pandemic, reaching a peak of 57.974 million in 2019. From 2020 to 2022, the pandemic led to a sharp decline in cross-border movements, with the total dropping to just 1.024 million in 2021. Following the reopening of borders at the end of 2022, demand for international travel began to recover, and volumes rebounded quickly starting in 2023. By 2025, total cross-border passenger movements had reached 54.865 million, recovering to 94.6% of the pre-pandemic peak.

In response to the steady return of traveler volumes, the National Immigration Agency has continued to streamline immigration inspection processes at airports and seaports. Measures include strengthening staffing during peak periods based on projected passenger volumes for flight and vessel, as well as introducing next-generation automated immigration clearance system (e-Gate). By leveraging technology to support inspections, these efforts improve efficiency while maintaining border security, creating a more convenient and secure environment for international travel.
