Notices for foreign nationals applying for an ID No.

I.Authorized agency: the National Immigration Agency (hereinafter referred to as the NIA) Service Centers.
II.Required Documents:
   1.Foreign nationals:
      (1)Those who have already entered Republic of China (hereinafter referred to as the R.O.C.)
           a.An application form.
           b.A passport (the original and a photocopy). The original will be returned after it has been verified.
           c.If an agent is involved (skip if no agent is involved):
              (a)A power of attorney (or a written proxy statement, e.g.“I have commissioned the agent to deliver the application on my behalf”
                  shown on the application form).
              (b)An identity document of the agent such as an ID card, an Alien Resident Certificate, or a passport, etc.
       (2)Those who have not entered the R.O.C.:
            a.An application form.
            b.A photocopy of the passport (must be authenticated by the R.O.C. overseas missions.)
            c.The original power of attorney which states “applying for an ID No.” as its purpose must be authenticated by the R.O.C.
               overseas missions.※The signature of the principal must match the passport signature.
            d.An identity document of the agent such as an ID card, an Alien Resident Certificate, or a passport, etc.
    2.Nationals without Household Registration in the Taiwan Area, people of the Mainland Area, or Residents of Hong Kong and Macau:
       (1)Those who have already entered the R.O.C.:
           a.An application form. Overseas Chinese students do not need to submit application forms if their schools have submitted applications
              in the name list as a group.
           b.The original and a photocopy of relevant identity documents. The original will be returned after it has been verified:
              (a)Nationals without Household Registration in the Taiwan Area: an Entry & Exit permit issued by the NIA, or the R.O.C. passport with
                  the Entry & Exit permit numbered as “linrenzi”.
              (b)People of the Mainland Area: an Entry & Exit permit issued by the NIA.
              (c)Residents of Hong Kong and Macau: an Entry & Exit permit issued by the NIA (Note: A person who holds a “temporary
                  entry notice” must also present one’s photo ID.
           c.If an agent is involved (skip if no agent is involved):
              (a)A power of attorney (or a written proxy statement, e.g. “ I have commissioned the agent to deliver the application on my
                  behalf”shown on the application form).
              (b)An identity document of the agent such as an ID card, an Alien Resident Certificate, or a passport, etc.
           d.Residents of Hong Kong and Macau who enter Taiwan holding a “temporary entry notice” for the first time cannot be issued a
              “Record of ID No. in the Republic of China”on the day of entry. They must wait till the following day to submit an application.
        (2)Those who have not entered the R.O.C.:
            a.An application form. 
            b.The original power of attorney which states “applying for an ID No.” as its purpose must be authenticated by the R.O.C.
               overseas missions.
            c.Photocopies of relevant identity documents (the following documents must be authenticated by the R.O.C. overseas missions.):
               (a)Nationals without Household Registration in the Taiwan Area: an Entry & Exit permit issued by the NIA, or the R.O.C. passport with
                   the Entry & Exit permit numbered as “linrenzi”.
               (b)People of the Mainland Area: an Entry & Exit permit issued by the NIA or the ID card of People of the Mainland Area.
               (c)Residents of Hong Kong and Macau: an Entry & Exit permit issued by the NIA, or Hong Kong Permanent Identity Card or
                   Macao Permanent Resident Identity Card.
            d.An identity document of the agent such as an ID card, an Alien Resident Certificate, or a passport, etc.
        (3)Online applications:Those who have already entered the R.O.C. (four hours after entry) may apply
            online via https://niioa.immigration.gov.tw/NIA_OnlineApply_inter/foreignApply/foreignApplyForm.action for an ID No. Upon
            approval, please print out your “Record of ID No. in the Republic of China”.
III. Processing time: one hour (half a day for first-time visitors).
IV.Cost: free
V.Notes:
  1.Applicability:
    (1)Those who need to open a bank account, file tax, apply for National Health Insurance, or apply for a driver’s license but have never
        been assigned an ID No
    (2)Those who have been issued a Taiwan Area Resident Certificate, an Alien Resident Certificate, or an Alien Permanent Resident
        Certificate,  but cannot produce as a proof or the ID No. does not consist of ten-digit.
  2.ID No. validity:This ID No. is an exclusive and lifelong ID No. for an alien who has registered in the R.O.C.
  3.Name of the document:After the application is approved, the applicant will be issued a “Record of ID No. in the Republic of China”.
  4.ID No. overview:
    (1)This ID No. is presently used on the National Health Insurance IC card and driver’s license for automobile/motorcycle.
    (2)Since 2004, foreign nationals who want to open bank accounts are required to show their identity documents with an ID No., such as
        an Alien Resident Certificate,an Alien Permanent Resident Certificate, or a “Record of ID No. in the Republic of China”.
    (3)Since 2004, foreign nationals are required to provide their ID No. for tax filing. To make it easier to declare income tax
        withholding, exceptions are provided as follows for foreign nationals who work in the R.O.C. only for a short period of time.
        Non-residents of the R.O.C. who have income derived from the R.O.C. but have no ID No. may use the old-system Tax
        Identification Number, which consists of ten digits. The first eight digits of which are the date of birth in the format of yyyymmdd,
        followed by the first two characters of the person’s name as shown in their passports. For example, ROBERT W. DAVISON, born
        on JULY 12,1942,would have a Tax Identification Number of “19420712RO” 【The above is excerpted from item 5.3 of the
        instructions for filling out the alien income withholding forms※An individual not residing in of the Republic of China are those
        who stay less than 183 days in a year.
   5.To guard against fraud of ID No., an applicant commissioning an agent to apply for an ID No. who has not entered the R.O.C. should provide
      a power of attorney signed by the applicant with a stated purpose of “applying for an ID No.”and relevant identity
      documents authenticated by the R.O.C. overseas missions to the NIA.
   6.The“Record of ID No. in the Republic of China”issued by the NIA is used only as proof of application completion for the ID No. It is not
      a valid proof of identity. The individual must present a valid proof of identity to agency for further verification.
VI.Form: the “Record of ID No. in the Republic of China” application form (as the attachment).
