Are a uniform ID number and an ID card number different?

A uniform ID number refers to a code of identity for foreigners, stateless nationals, Hong Kong/Macau residents and Mainland Chinese in the R.O.C. and is valid prior to the issuance of R.O.C. ID card. Still, they are different numbers.
