Those who have not yet entered the State:Application method: the foreign professionals or employers or designated agent shall prepare required documents for resident visa, working permit, alien residence certificate and re-entry permit application and duties and apply to Oversea Embassies, representative office or office (hereinafter the Overseas Office)
The Overseas Office will forward the required documents and duties received pursuant to item 3 in a week from receiving to all competent authorities for review
Approval after review: the NIA will prepare and issue employment PASS card upon the approval of all competent authorities after review
Disapproval after review: the employment PASS card will not be issued if it is disapproved by the competent authority, in part or in whole, and the competent authority shall notice the applicant against authorization.Those who have entered the State:：
Application methods:
the foreign professionals or employers or designated agent shall prepare required documents for resident visa, working permit, alien residence certificate and re-entry permit application and duties and apply to NIA.
The online foreign professional working permit application has been implemented to cope with WDA since October 1, 2015. Those who have acquired approval letter of foreign professional employment via online application may be exempted from the required documents and duties as stipulated in item 3 for working permit application.
The foreign professionals who possess a valid visa for a visit for the period of sixty (60) days or up and such a visa is without annotated disapproval of extension of a visit or other restrictions by marked by the visa issuing authority may be exempted from the required documents and duties as stipulated in item 3 for working permit application and directly reviewed by NIA.
The NIA will forward the required documents and duties received pursuant to item 3 in a week from receiving to all competent authorities for review

Disapproval after review: the employment PASS card will not be issued if it is disapproved by the competent authority, in part or in whole, and the competent authority shall notice the applicant against authorization.
For application against “notices for submission of alien to switch resident visa from visitor visa”, the required documents and duties for resident visa may be exempted.Notices:
If a foreign professional to be employed as consultant or researcher by the respective government or their subordinate academic research institutes may not apply for working permit, however, he/she still need to enclose the copy of employment document issued by respective government or their subordinate academic research institutes for the application of resident visa, alien residence certificate and re-entry permit as proof.
The charge amount and payment method of applying employment PASS card are as follows:
The duties of resident visa shall be managed based on Standard Fees for Republic of China (Taiwan) Visas in Foreign Passports and paid by cash
The duties for working permit shall be managed based on standard fees for application review fee and certificate fee under Employment Service Act to be paid against the receipt acquired from postal remittance or via E-payment online
The duties of alien residence certificate and re-entry permit shall be managed based on the standard fees of immigration certificates and paid by cash.
The employment PASS card shall be valid from the next date of issuance of working permit; during the effective period of employment PASS card, the foreign professionals may use it for working in Taiwan, residence and multiple re-entry incorporated with passport.
If the foreign professional is necessary to extend the employment upon the expiration of working period, the foreign professional or employer or designated agent may file application to NIA with required documents enclosed. The NIA will forward the application to WDA and re-issue the employment PASS card upon the approval of WDA.
If the foreign professional is dismissed from the employment earlier during the employment period and is not employed by other employer, the foreign professional or employer or designated agent may file application to NIA with required documents enclosed. The NIA will forward the application to WDA and cancel the employment PASS card upon the approval of WDA for the nullification of working permit.
Where there is change in resident address or service place, the foreign professional shall apply to NIA for replacement of employment PASS card. For dirty, destroyed or lost of card, the foreign professional shall apply for re-issuance.
Where there is one of circumstances as set forth in article 32 of Immigration Act during the residence period of foreign professional with employment PASS card, the NIA shall cancel or nullify his/her residence permit, cancel the employment PASS card and notify WDA to nullify his/her employment permit as well.
For hiring foreign professional to work in Taiwan, the employer may apply for employment PASS card in accordance with guidelines for the application of employment PASS card or apply to respective competent authorities for residence visa, working permit, alien residence certificate or re-entry permit.
