NIA Initiates Same-Sex Partnership Certificate for Foreign Residents as part of Gender-Friendly Policy initiative

At present, a Taiwan national who is in a same-sex relationship with a person from a country where same-sex marriage is not yet legalized can apply for his/her same-sex partnership from a household registration office. Although the certificate itself is not legally binding, it can be admitted by some entities as a proof or a document of identification in situations like consenting for a surgery or acting as an agent to apply for a passport.
The NIA has said that to foreigners in a same-sex relationship, if neither party has the R.O.C. nationality, they are currently disallowed from registering for their same-sex partnership from household registration offices. To protect their rights, the NIA has initiated the service of foreign same-sex partnership certificate to further enhance a friendly environment of multiple cultures. The information as sex-same partner will not be printed on the Alien Resident Certificate, but be given as a separate document.
Foreigners in a same-sex relationship who would like to register for same-sex partnership must be above the age of 20. Both persons in the same-sex relationship, whether already lawfully married in another country or both remaining legally single, must reside in Taiwan, and at least one person must be from a country that has not legalized same-sex marriage.
