Directions Governing Application and Using for Immigration e-Gate

1.  The present direction is hereby enacted to accept the application and usage of e-Gate at airports or seaports where approved by Executive Yuan, to operate inspection, and to collect data by law.
2.  The present direction applies to those who are above 14 years old, taller than 140 centimeters, and satisfy one of the following qualifications (hereinafter referred to as “Applicants”). 
2-1 Nationals with household registration in the Taiwan Area. (hereinafter called “Registered Nationals”)
2-2 Nationals without household registration residing in the Taiwan Area (“Non-registered Nationals”) and having acquired a multiple entry permit with an effective period equivalent to the applicant’s Resident Certificate.
2-3 Aliens with permanent residency or residency and having acquired a multiple entry permit with an effective period equivalent to the applicant’s Alien Resident Certificate (hereinafter referred to as “ARC”).
2-4 Aliens with diplomatic ID issued by the Ministry of Foreign Affairs (hereinafter called “MOFA”) or with ID card for officials of international organizations. And eligible for entering the Republic of China (hereinafter called “the State”)
2-5 Residents of Hong Kong or Macau with residency and Resident Certificate of Taiwan area.
2-6 People of the Mainland Area with long-term residency or spouse residency with multiple enter/exit certificate.
2-7 Applicants with Speedy Immigration Inspection Certificate for Foreign Frequent Visitors (hereinafter referred to as “Speedy Certificate”).
2-8 Applicants qualified to apply and use the e-Gate by treaty or agreement.
Applicants of subparagraph 2-2 to 2-6 are eligible to use the e-Gate within the effective period of resident certificate. The applicant should reapply for e-Gate if his/her passport or resident certificate has expired or needs to be renewed. Applicants with expired resident certificates that have been extended should also reapply for e-Gate.
Applicants of subparagraph 2-7 are eligible to use the e-Gate within the effective period of Speedy Certificate. The above applicant should complete the arrival card on the internet if needed before each time entering the State. The applicant must reapply for e-Gate and Speedy Certificate if his/her passport has been renewed.
The applicant of subparagraph 2-8 are available to use the e-Gate within 5 years of the application date. The applicant above should complete the arrival card on the internet if needed before entering Country. The applicant must reapply for e-Gate if his/her passport has been renewed except otherwise exempted by treaty or agreement.
3.  Applicants within any of the following circumstances shall not be permitted to use the e-Gate:
3-1 Nationals who are prohibited from exiting the State according to article 6 of Immigration Act.
3-2 Aliens who are prohibited from entering and exiting the State according to article 18 and 21 of Immigration Act.
3-3 Registered nationals who have gone abroad for over 2 years.
3-4 Applicants who is unable to use the e-Gate by themselves.
3-5 Servicemen or people engaged in business involving national security or confidential matters without permission to exit the State.
3-6 Draftee whose permission data has not been received by the NIA.
3-7 Applicants of subparagraph 2-7 did not complete the online arrival card before entering the State.
3-8 Applicants of subparagraph 2-8 who enter the State by residency visa or did not complete the online arrival card before entering the State.
4. The required documents for applying to e-Gate are as follows:
4-1 Registered Nationals:
4-1-1 Application with applicant’s signature.
4-1-2 ID card, driving license or health insurance card with photo.
4-1-3 Valid passport. Registered Nationals whose domicile are in Kinmen, Mazu and Penghu may submit original and valid multiple enter/exit permit of Taiwan area instead.
4-2 Non-registered Nationals with multiple entry permit of which the effective period is the same as the applicant’s Resident Certificate.
4-2-1 Application with applicant’s signature.
4-2-2 Valid resident certificate of Taiwan area.
4-2-3 Valid R.O.C. passport.
4-3 Aliens with permanent residence or residence and having acquired the multiple entry permit with effective period equivalent to the applicant’s Alien Resident Certificate:
4-3-1 Application with applicant’s signature.
4-3-2 Valid alien permanent resident certificate or resident certificate.
4-3-3 Valid foreign passport.
4-4 Aliens with diplomatic ID issued by MOFA or with ID card for officials of international organizations:
4-4-1 Application with applicant’s signature.
4-4-2 Valid diplomatic ID.
4-4-3 Valid foreign passport.
4-5 Hong Kong or Macau residents with residency and enter/exit Resident Certificate of Taiwan area.
4-5-1 Application with applicant’s signature.
4-5-2 Valid enter/exit Resident Certificate of Taiwan area
4-5-3 Valid BNO passport, Hong Kong passport, Portugal passport acquired before the end of Portugal’s governing in Macau, or Macau passport. 
4-6 People of the Mainland Area with long-term residency or spouse residency with multiple enter/exit certificate.
4-6-1 Application with applicant’s signature.
4-6-2 Valid long-term resident certificate of Taiwan area with multiple exit/enter permit or spouse resident certificate with multiple exit/enter permit of Taiwan area.
4-6-3 Mainland Residents Travelling to Taiwan Permit or PRC passport.
4-7 Applicants with Speedy Immigration Inspection Certificate:
4-7-1 Application with applicant’s signature.
4-7-2 Valid Speedy Immigration Inspection Certificate.
4-7-2 Original and valid passport.
4-8 Applicants allowed to apply and use the e-Gate by Treaty or agreement:
4-8-1 Application with applicant’s signature.
4-8-2 Original Passport with valid visa-exemption or visa-entry regulation. 
5. The recording methods of applicant’s personal data are below as follows:
5-1 The principle data to be recorded are the images of the applicant’s face and index fingerprint. Applicants with injuries or marks on the face may only record the index fingerprint. Applicants with injured index fingers may record thumbs, middle fingers, ring fingers and little fingers in sequence instead.
5-2 Registered Nationals may be exempt from the recording of fingerprint.
6. The following is the procedure for using e-Gate:
6-1 Applicant shall put the document on the scanner of e-Gate kiosks.
6-1-1 Registered Nationals or non-registered Nationals shall prepare R.O.C. passport or multiple enter/exit permit of Taiwan area (Kinmen, Mazu, Penghu)
6-1-2 Aliens shall prepare passport, permanent resident certificate or ARC.
6-1-3 Hong Kong or Macau residents shall prepare passport or resident certificate with enter/exit permit of Taiwan area.
6-1-4 People of the Mainland Area shall prepare long-term resident certificate of Taiwan area with multiple exit/enter permit or spouse resident certificate with multiple exit/enter permit of Taiwan area.
6-2 Applicant who fail to be recognized by e-Gate shall be inspected by manual inspection counter.
7. Please take note of following when using e-Gate:
7-1 Do not wear sunglasses, hat or mask.
7-2 The nationality and personal data shall correspond with the ID most recently used to enter or exit the State.
7-3 The applicant who needs stamping may submit their passport to the official inspection counter at airports or seaports where e-Gate is available.
7-4 Servicemen or people engaged in business involving national security or confidential matters shall be authorized to exit the State before using e-Gate. The data of permission shall be transmitted to the NIA by the relevant Authority.
7-5 Alien who was naturalized to R.O.C. shall reapply e-Gate as registered Nationals or non-registered nationals and original application data shall be canceled. 
8. NIA shall comply with the Personal Information Protection Act and Regulations Governing the Collection, Management, and Use of Individual Biometric Data to collect and record facial image or fingerprint data.
9. NIA shall announce the detail about the set-up of e-Gate in stages.
