Nowadays, as globalization and internationalization are gaining momentum, transnational migration has become a common phenomenon. In recent years, following the continuous reform and development in political democratization, economic liberalization, and social pluralization, in addition to the frequent exchange activity across the Taiwan Strait and the number of entry, exit and immigration that increases year after year in Taiwan, it has become imperative to strike a balance among factors such as national security, human rights protection, social resources, and economic development, and to take advantage of the positive effects brought about by international migration, in order to elevate people's welfare and national competitiveness.
The National Immigration Agency was inaugurated on January 2nd, 2007. The agency's core functions lie in strengthening border safety, implementing immigrant counseling, drafting immigration policy, and managing immigrants. It also uses its ways of operation including interviews, inspection, and investigation to filter out fraudulent marriages, and crack down on illegal immigration cases such as human trafficking and smuggling. Furthermore, according to the Human Trafficking Prevention Enforcement Plan ratified by the Executive Yuan, it will proactively set up shelters for trafficking victims between 2008 and 2010 and commission NGOs to operate such shelters to meet the practical needs of victims and safeguard their basic human rights.
To implement President Ma's election campaign platform, the National Immigration Agency is doing its best to plan for and carry out cross-strait weekend charter flights and allow more Chinese tourists to visit Taiwan. It will continue to uphold and implement the spirit of serving the people and accomplish related major national policy to satisfy the needs of the public and uplift administrative efficiency.
