The Annual Administrative Objectives and Work Priorities of the National Immigration Agency in 2007
I.Objectives
The National Immigration Agency has been officially established since 2 January 2007 and its main objectives are to enhance the care and guidance of new immigrants, the strict exit and entry control, the inspection on illegal immigrants, the forcible deportation, and the prevention of trafficking in persons. Therefore, we will strengthen the management and guidance of new immigrants and hope these measures will be in line with the international standard. We will also coordinate the tasks of face-to-face interview, investigation, inspection of documents and passports along the borders when people from the Mainland China, Hong Kong, and Macau, or Taiwanes nationals without household registration, apply for entry into the Taiwan Area. In addition, we will focus on the tasks of the residency, settlement, face-to-face interview, detention and repatriation, refugee recognition, shelter provision, and resettlement after they have entered the country.
II.Priorities
- To use proactive immigration policies to introduce the suitable quantity and quality of foreigners to mitigate the trends of declining birthrate and aging population.
- To enhance the administrative efficiency, strengthen the cost-benefit management, expedite the establishment of an excellent environment for knowledge economy, and import economy and technology immigrants.
- To integrate resources from the government and civil groups to construct multiple measures to assist and guide immigrants.
- To establish a complete control mechanism of immigrants to reduce the impacts caused by immigrants on national society, economy, and security.
- To care for the international refugees, protect human rights, and align with the international trend.
- To care for and assist immigrants and realize the concrete measures about immigration policy contained in the National Security Report, the Guiding Principles for Population Policy, and the Conference on Taiwan's Economic Development.
- To reinforce the inspection on illegal immigrants to prevent trafficking in persons, illegal stay and employment.
